China likely treats the Hong Kong protests differently from those in Tiananamen Square because Hong Kong is a "Special Administrative Region" under China's control with a semi-independent government and judiciary. Because of this Hong Kong is treated differently and has a unique and different history than the rest of China because it has developed a different culture, economy, and society due to its control by the British until 1997.
