Well, first of all, America's leaders did not want to draft a 'national constitution' at this time. I think you're getting this confused with the Deceleration of Independence. 

In 1776, the leaders wanted to officially declare independence from the country which they beat in the war--Great Brian.  Essentially, the document outlines why these folks wanted to be their own nation. It details their complaints of King George III.
