The second principle of conservation evolved from the first principle which is the development and use of natural resources that are now existing. The first principle states that it is the primary duty to maximise the resources available now by developing them to become renewable and sustainable. Then, it progresses into the second principle which is the prevention of waste. The author explained this progression with the line "Waste means failing to use renewable resources". For him, waste comes from undeveloped resources. This is evidenced by the text "Waste is created when exhaustible resources are misused". Other than underutilizing the resources we create more waste by creating unsustainable materials. This goes against the principles of conversation since by his definition, "the greatest good, for the greatest number, for the longest time".
Communicative means to be vocally expressive, while withdrawn is synonymous to the words "shy" and "reserved". Therefore the two are antonyms (opposites).
