The correct answer is option 3) “Governments can no longer control the free flow of information. The cell phone and satellite television have reached even the remotest Indonesian village" ("A Critique" 34).  

According to MLA standards, when there is an unknown or anonymous author, the correct format of the in-text citation is citing words of the title in double quotation marks and the page number.

In this case, the title is "A Critique" and the page number 34.

If the work cited has unknown author, we begin the citation with the title name. The words "Anonymous" or "unknown" should not be used.
