When approvals made by the President are not approved by  Congress, this comes under the example and system of checks and balances.

This was done in order to provide equal powers to every branch and also introduced a system that is known as a system of Checks and Balances. This system was made to look out that no branch according to the constitution of the United States is able to control too much power and thus it created a separation of powers.
