Through the Black Codes, blacks were not allowed to testify against whites, serve on juries or to vote. Blacks who did not sign yearly labor contracts with planters could be arrested. Some states limited job opportunities, barred them from acquiring land and even allowed judges to assign black children to work for their former owners without their parents consent.
The convention was held during a year of violence, political turbulence, and civil unrest, particularly riots in more than 100 cities following the assassination of Martin Luther King Jr. on April 4. The convention also followed the assassination of Robert F. Kennedy on June 5. Both Kennedy and Senator Eugene McCarthy of Minnesota had been running for the Democratic nomination at the time.

This act is significant in that it triggered the settlement of the Northwest and Missouri territories. This act encouraged those settlements by lowering the price of public land and also by prohibiting the purchase of federal acreage on credit. This eliminated one of the causes of the Panic of 1819.
The monks were literate in a time when few were. They provided one of the only forms of education during the Middle Ages. Also, many were in possession of a collection of rare books. They were responsible for copying them down by hand to preserve them.
