<span>Yes. The Articles of Confederation created an ineffective government. The Articles of Confederation were ineffective in dealing with national problems affecting the states as they did not establish a strong government. They did not give government power and it would not be able to keep an army or run national functions necessary for effective running of the Confederate. </span>
