President Abraham Lincoln created the Ten Percent Plan to reunify the North and the South once the war was over. So for that to happen, on December 8, 1863, he issued a proclamation. He conceded Amnesty and pardon to Southern states that could swear to commit to the Union and the Constitution. The plan also considered a new government for the states and a Constitution that abolished slavery.
