(x+a)^2+(y+b)^2=r^2 where (-a,-b) is the center and r is the radius.
  (x+4)^2+(y+1)^2= 9

so the answer is D

remember when solving for radius in this formula and need to graph, you have to square root

substitute equation 1 in equation 2
