A law is a fact that we can observe and be certain that is true in any condition or situation. A theory is an explanation for events, normally provides evidence gathered through investigation.

Explanation:

Law states what we can observe, it wont describe how that happens, but it's a fact that we can be certain of, because we can observe it. A theory in the other hand tries to explain why things happen, It involves an explanation about why certain events happen as they do and involves evidence normally gathered through investigations that back up the explanation.
