Heyy, I hope this helps!! The Native Americans did not want to do agriculture, but if they did they would of course have to provide their own tools and stuff for them to survive.

The sick Government thinks this is a perfect was to assimilate these poor Native Americans into regular lousy americans, and also pressured them by saying that if they take up the dawes act offer and had good crops and all that, then they could be allowed to be U.S citizens.
