there are 2 ways to do this...

(1) 4x = 3/8....divide both sides by 4
     x = (3/8) / 4
     x = 3/8 * 1/4
     x = 3/32 <==
or

(2) 4x = 3/8....multiply both sides by 1/4, cancelling out the 4 on the left
     x = 3/8 * 1/4
     x = 3/32 <==
