C is correct because white families were the only "group" that could afford the housing because they were least discriminated against in a work environment back in the 1960s.

This is literary the show of power. Bismarck, by ignoring both the parliament and the constitution of the nation, undermined their authority which led to the weakening of the institution. Bismarck was though adapt at manipulating not only the government but also the public opinion of the masses through corrupt journalists and newspapers.
