The four digits I'll be using are 0, 1, 2, and 3, obviously.

Now, I'll make the two smallest two digit numbers I can.

That would be 10 and 23. (or 20 and 13, either way)

Add both of them:

10 + 23

Answer would be 33, when using four different digits.
