Labor unions were greatly influenced by the massive amounts of immigration that took place during this time in the sense that lots of the immigrants were workers who were being treated unfairly by factory owners. This of course also affected government actions, as the government had to deal with the unions.
I think the labor market is the nominal market in which workers find paying work, employers find willing workers, and wage rates are determined.
