The risk assessment is often used for the uncertain events which could have many outcomes and also for which there can be many significant consequences.

Risk is the function of the probability of an event  and consequences given that event occurs.

Qualitative assessments are very good for screening the level assessments when the comparing or the screening multiple alternatives or for when the data is not sufficient to support the numerical probability or the consequence estimates.
