Lincoln proposed that 10% of the white men from Confederate States had to permanently recognize the freedom of the slaves. However, the Congress opted for the Wade-Davis Bill in 1864, which mentioned at least 50% of the white men had to recognize the freedom of the former slaves and grant them the right to vote. Lincoln did not sign this Bill, and that's why he "pocket veto" it.
