Police power alludes to the forced confinements on private rights for open welfare, request, and security. Police power is the limit of the states to manage conduct and authorize arrange inside their domain for the advancement of the well-being, security, ethics, and general welfare of their tenants.

<u>Police power</u> is the states or government's power to regulate or control the behavior and actions of individuals with the purpose of promoting or protecting the health, safety, morals, and general welfare of the public. This power occasionally overrules individuals' rights to privacy when, for example, it enforces Eminent Domain, which it's the government's authority to acquire private property in order to convert it into public use (such as a park, a railway station, a hospital, etc.), however, in order to acquire the property, the government first has to pay just compensation to the landowner.

B.F. Skinner saw psychology in terms of behaviorism, that our actions are shaped as reactions in consequence to environmental factors.  So the best way to promote healthy behavior is to shape the environment in society to cause our behavior to be turned in positive directions.

Carl Rogers believed in a person-centered approach to therapy, working with the person's internal thoughts and experiences.  He was concerned that Skinner's approach could lead to some level of cultural engineering, with some deciding how others' behavior in society should be shaped by controlling external factors.
