When Diocletian came to power, becoming the emperor of Rome, he realized that the empire was on the point of collapsing, due to the various administrative problems he was experiencing. With that, he decided to promote a series of reforms, in all sectors of the Roman empire, but the most promising reform, known as tetrarchy.

The tetrarchy allowed the government to be divided into four administrative holders, where each should promote government restoration and roeganization in each of the sectors. These sectors included the army, the economy, religion, infrastructure, architecture, politics, among other areas, which would be reformed simultaneously. As a positive point, the tetrarchy allowed for an optimization of time, since all the governmental structures underwent efficient modifications simultaneously, however, the negative point of this system was the possibility that one of the nominated titleholders could obtain sufficient power to become a usurper.
