${(x - h)}^{2} + {(y - k)}^{2} = {r}^{2} \\ \\ {(x - 2)}^{2} + {(y - ( - 4))}^{2} = {(5)}^{2} \\ {(x - 2)}^{2} + {(y + 4)}^{2} = 25$
(h, k) is the point of the circle and since the center and the radius is given, we can the center and the radius in the general formula (the first line I wrote).
