The open door policy was and agreement between US , Japan, China and other European countries. It was created by John Hay in 1900 and lasted for 50 years. this policy was created because US Hay wanted to protect its trade with China as he was afraid the other European countries would block US trade with china. Secretary of State John Hay circulated diplomatic  notes with all major powers in 1899 to get the policy approved, all the major powers accepted it except Japan. It was meant to prevent any country from forming monopoly over trade with China.
