As the question says this speech was given is 1863, "fourscore and seven years ago" refers to 87 years ago, it talks about 1776 when the United States Declaration of Independence was issued and it officially separated from the British Empire, this is important because in 1863 the the American Civil War was taking place, and the country was divided in two factions: The Confederate States and the Union States. But in 1863 the Battle of Gettysburg meant a decisive moment when the Union Army defeated the Confederate one and this influenced in the Union's victory and control over the country.

Also,as you might have heard, the Union States were against slavery and that is why in the speech says "...all men are created equal".

Thus, the right answer is option C, the dedication of a Civil War battlefield.
