John Adams was the second president of the United States serving between 1797 and 1801. During his time as president, there was an ongoing war between France and Great Britain that caused problems to the Americans internally and externally.

Internally there were political factions that support both sides and confront them. Because of these and the Quasi-War between the United States and France, there was domestic unrest among the population. To avoid further conflict internally the Congress passed four bills that were known collectively as the Alien and Sedition Acts of 1798. The laws restricted the rights of U.S. immigrants and also the first amendment rights of freedom of speech and press to strengthen national security.
