They were not doing what was best for their people..so how could they be chosen by God? This led to a concept known as rule of law. People began to write the laws down so they were permanent & to make sure that the monarch or dictator followed the rules as well. It is a system that helps maintain the interests of citizens first & make sure leaders also follow the same rules as everybody else.
