If neither (length and width) is divide by 6, then cases 1, 2, 3 and 5 are extra, because

  1. 36:6=6 (is divide by 6);
  2. 18:6=3  (is divide by 6);
  3. 12:6=2  (is divide by 6);
  4. 6:6=1  (is divide by 6).

The only possible dimensions are: width - 4 cm and length - 9 cm.

Then the perimeter is

P=4+9+4+9=26 cm.

Answer: 26 cm.
