The change model that puts responsibility on people rather than assigning blame, is called the Compensatory Model. This model stresses that a person is not responsible for the difficulties that arises from his/her environment; but is responsible and capable to make solutions. It is a cognitive behavior modification, which helps the person attribute his/her problems to external causes, and attribute solutions to personal efforts.
