Without a government, people would have no laws to guide them on what's right and what's wrong. The world would then go to a more apocalypse type world, where people would steal and murder other people because there would be nothing stopping them/ no laws to go by.
Bascos are considered as a nation, composed of their own language (Basque) and their own cultural values and belonging, but without owning their own independent constituted State.
