Clearly themselves because if they really represented us and cared about US then the shutdown would be over and people would still be getting paid and the cancer treatment research facilities would still be opened instead of closed.

I think that government representatives don't represent enough the people, actually, that statement even has an utopian taste. Because never we are going to have a truly representation, due to the personal interests.

Remember that, politicians are only the facade of an industry. There is involved a lot of money that is invested by so private personalities. So, when money is involved, personal interests are involved, that's why these representative institutions, don't represent the people, for real.
