When powers are outside the parenthesis, you multiply them. 

$(-4^-2)^5$

-2*5= -10 

We now have: 

$4^-^1^0$

When you have a negative exponent, you bring it to the bottom of a fraction to make it positive. 

$\frac{1}{ 4^{10} }$

"C" is the correct answer.
