Multiple norms make up institutions. In contrast to "ideas," "attitudes," and "values," which can be privately held and are not always concerned with action, norms are shared societal beliefs regarding behaviour. Norms vary depending on the situation, the social group, and the past.

According to scholars, there are three types of norms: prescriptive norms, constitutive norms, and regulative norms. Both a logic of appropriateness and a logic of consequences can be used to analyse the impacts of norms; the former assumes that actors adhere to standards because doing so is socially acceptable, while the latter assumes that they do so because of cost-benefit analysis.
