I think the correct answer would be C. The best summary of the text "Save the Coral Reefs" would be

Construction along the coasts, overfishing, and bleaching have seriously damaged the world’s coral reefs. Since reefs are a very important part of the ocean’s ecosystem, their destruction has a devastating environmental impact, and we must work to protect them. 
Coral reefs are known to be very fragile which are made of limestone. People who would build coastal regions and those who overfish should be stopped as these activities ruin and damage the corals which would ruin the habitat of the fishes and other aquatic organisms.

Setting and tone/mood can be seen to go hand in hand, so to speak.  For instance, a scene of a story or poem that takes place in a field of flower on a bright and sunny day would contribute to a tone of happiness.  That said, the time _1984_ occurs is in the future for the characters of the novel.  The place is London, and the weather and color are, respectively, dreary and gray.   Because the future can never be known for sure, this uncertainty contributes to the dystopian tone.   Likewise, when one thinks about the miserable nature for people that would be caused by a dystopian society, bright and sunny are not what one might generally think.   Setting in _1984_ contributes to the tone of dystopia because when one pictures what a dystopia might look like, smoggy, foggy, and gray are probably what come to mind.
