Unfortunately most localities and people do not know this because they believe it is abundant but infant fresh water really needs to be conserved. The way through this is to create a legal framework in order to promote water management and conservation. Also public enlightenment should be carried out through environmental awareness from the grass root to the national level because the primary users lies at the grassroot.
