I believe 'the whole world pouring down' is a hyperbole (so exaggerated it could not possibly be true). Without knowing the rest of the context that this phrase is from, I would think it means nothing in someone's life is going right; everything is wrong and they could not do anything to stop all the trouble and problems.

    Windmill involves the  use of  wind to create energy. The first windmills were used to mill grain. The  Persians were known to be the first to invent a functional windmill in the 9th Century and this had 'sails' that rotated horizontally instead of vertically as we typically see today.
