Stores are probably opening back up due to the economic depression that may very well occur due to coronavirus. In strained attempts to keep the economy afloat some businesses might open up again even though this could be detrimental to the people's health and safety. A lot of small businesses are being hurt by coronavirus and they need to put food on the table for their family. Also, since the number of cases are declining to some extent in most countries, people have this newfound sense of safety and security, thinking that the worst is over when it has just started. As a result, they want everything to go back to normal as soon as possible so that they won't have to be self-isolating for long, and it gives them the sense of normalcy that they were so used to.
