Blake is suggesting that C. sadness overcame the stars.
He is saying that the stars started crying over something, and we usually cry because we are sad or in pain. In this case, the stars and the entire heaven are crying because Satan fell to Hell, when he used to be one of the brightest angels.

The children, and the dolls, are nothing more than playthings. They are there to look nice and dress pretty, but not to do anything other than what their owner wants them to.

They are controlled by the strings of society; enslaved by the husband (and father), Torvald.
