A hyperbole is an exaggeration of a description or event. I do not think that statement is exaggerated, so no. It is not a hyperbole.
This is most evidently a metaphor. The thing to keep in mind when analyzing literature/poetry is that if you see figurative language making comparisons/drawing parallels between two differing things--instances where the meaning is not literal such as how injustice is not really a fire and has no flames--it's a safe bet you'll have on your hands a metaphor.
Tyranny
is basically an oppressive form of ruling. A ruler who is a tyrant tends to be
cruel and autocratic. Thomas Paine was a famous American writer whose writings
influenced the American Revolution. Paine compared tyranny to hell. He quoted “Tyranny,
like hell, is not easily conquered”. This means, that it is not easy to conquer
tyranny and obtain freedom, but that is what makes the ultimate victory sweeter.
