After the Revolutionary War, the country went into chaos because the colonists fought the war to end taxes, and when they won, they could not tax because they just fought to end taxation. The government was weak for this reason because anything it tried to enforce could be ignored and the states did not bother listening. It's almost like a teacher (government) in a classroom (America) with 13 students (the 13 colonies) who ignored the teacher when she/he tried giving orders. This led to anarchy until the government rewrote the constitution to make a three branch Federal Government to make laws, make sure the laws were constitutional, and lastly enforce the laws.
