In speech, we often emphasize certain words which carry an important message. This is often done by politicians and professional speakers who deliver their speech in front of a mass of people. In doing so, we are hoping that our audience remembers the speech and the ideas we are trying to convey. By emphasizing our words and phrases, our speech is more persuasive.

Fact is something that is true, can be objectively checked, verified and proved.

Bias is an inclination in favor or against somone or something, based on personal opinions. It is, basically, supporting or opposing one's side in an argument or decision makings due to some subjective, often untrue, reasons.

Answer B. is an opinion; whenever there is "should" in a sentence, it can't be a fact. However, if this opinion comes from an English-speaking person, it can be considered bias because he supports English becoming official language because he speaks it.

Answer C. is also an opinion. Similarly, to the previous case, it can be considered a bias if the person expressing this opinion supports farmers and construction workers die to some personal reasons, rather than objective ones.

Answer D is also an opinion and again can be regarded as a bias if the person expressing it has some personal involvement with the Latinoamericans.

Only answer A. states a fact that can be checked objectively (in census results in these states, for example)
