Since Roger is fishing in the warm waters of the gulf in a location somewhere in the Southeast (where he lives). Then from this, we can infer that he is fishing in the Gulf of Mexico, which is SouthEast between Texas and Florida and has many bodies of water/streams that ultimately lead into the open sea, which is what an estuary technically is. Therefore this is the safest bet as to the location of Roger's fishing expedition.
