Concurrent powers are powers that are shared by the states and by the nation (federal gov), and both can be exercised at the same time.

  • Protects the public’s health, welfare and morals.
  • Both the federal and state governments can impose taxes.
  • Enacts and enforces laws.
  • State and federal governments can collect taxes.

Inherent/expressed powers are powers that are exercised only by a sovereign state.

  • The national government conducts foreign policy.
  • Conducts foreign relations.
  • Only the federal government can coin money.

Reserved powers are the powers that are neither approved nor denied by the federal government, but each individual state has the freedom to decide on those.

  • State governments have the power to pass marriage laws within their states.

The Supreme Court is the head of what's called the JUDICIAL branch.  This branch of government INTERPRETS the laws, to make sure they are constitutional (or follow the Constitution).  (In contrast, the legislative branch, like Congress, makes and passes laws; and the executive branch, headed by the President, enforces laws, or makes sure they're followed.)

Does the Supreme Court interpret the meaning of laws?  YES: that's what we just determined above.  Judicial review is determining if a law is constitutional.  Do they do this?  Again, YES, if you look at the definition above.  Now, can it overrule its previous decisions?  YES, it does it all the time!  The only thing it CAN'T do is PASS laws: that's what the legislative branch is for, NOT the judicial branch.
