The answer is True.

My reasoning is because we (American based) no longer have specific bathrooms, classrooms and etc. based on race. Also, efforts have been made to help students fit in whether they do not speak the common language or have financial disabilities or even problems at home.  Segregational bullying is also no longer tolerated and a child cannot be turned away from an education because of their race nor can they be charged a higher fee based on race either.
