It was conformed by the Big Five, the five crucial actors in the war that fought against Germany and her allies. These Big Five, were France, Britain, Japan, Italy and the United States. However, the problem arose when several nations, who were supposed to join the organization, and support it, did not even sign their entrance. One such nation was the U.S, one of the main defendants of the League of Nations, but who, at the last moment, decided not to join it. This destabilized the entire organization and rendered it defenseless.
