Negative peer pressure is a form of peer pressure to do something that would have negative effect to your life.  Since being talked into volunteering into people in need would bring positive effect to your life, this whole situation would be considered as a positive peer pressure.

Flattering other people because we want something from them is considered as a manipulation, not a harassment.

To be considered as a harassment, that people need to create a certain level of discomfort or intimidation due to offensive action or language. If the person is genuinely flattered, we can't consider it as a harassment.

Refusal skills refers to our ability to disengage/avoid being involved in necessarily risky behavior. This skill is very important in high-pressure situation.
