I'm assuming that you would like to solve this equation for y:

3y + 2 = 5

3y = 3

y = 1

As an explanation of what I did, I first subtracted 2 from both sides so that I could isolate the y. Since the y had a coefficient of 3 I had to divide both side by 3, which gave us that y = 1.

Imagine each horizontal line as 180 degrees. So if your angle measure on the top right is 81 the other side of that will be 99 degrees and then you can apply vertical angles. Since angle two is a vertical angle to the degree measure of 81 it is also 81. Which means angle three is equal to angle 1, which is 99 degrees.
