Mitosis, fission, budding, fragmentation etc are all asexual and don’t require fertilization. Meiosis is sexual and generally requires another gene set for internal or external fertilization, to create genetically variable gametes.

I think the answer would be that the two cells are identical and that no other cell interfered. Sorry if this is wrong, I took biology in 7th grade, so it's kind of fuzzy.
