at 9am the outside temperature was -3 degree by the noon the temperature was 12 degree a news reporter said it was getting warme

r outside.why is this incorrect?

Because of wind chill, they may say that the way it feels is -3, but it was probably much warmer, but later (at 12 degrees) they were probably reporting actually temp.
