Explanation:

Roane is a jurnalist that was very different from other jurnalists because he put in personal opinion as well as information for an article.  Looking at this question I'm thinking that you're are referancing the article he wrote called "What War is Like" where he wrote about information about the war in Iraq and his own opinion on what was happening.  I really recommend reading that article.  So the reason the answer is informal, like I said, is because he wrote the article with personal feelings and information about the war, unlike other jurnalists.

I don't know who Roane is so I can't really give you an answer, but if it's formal than it would be professional, like writing instructions or a letter to a teacher. If it's cautious then the writing will seem very vague; the person would say stuff like, "So I went to get stuff, for them to do stuff." or "he did it." Informal would refer to texting or writing casually.
