Germany lost this war and had to pay really high reparations to the winning side, which contributed to the crash of their economy. This has made people dissatisfied and it made it easier to fascists to gain power, as people clung to anything that gave them hope.

This was similar in Italy, which although it was on the winning side, it did not get what it was promissed in the war, and people were similarly dissatisfied.
