County governments are established as outlined by a state's constitution (D).
Local governments, like county goverments, are established by each states constitution and statutes. A county government serves the entire county. Each county elects their own representatives. They enforce state laws, assess property, collect taxes, issue licenses, create parks, and lots of other things not specifically assigned to the national government.
