The Homestead Act opened up settlement in the western United States, allowing any Adult American citizens (including men, women and freed slaves) to put in a claim for up to 160 free acres of federal land. They also had the option to buy it from the government after six months of residence.

The continental congress could neither levy taxes nor regulate trade. <em>The authors didn't want to give congress the power to regulate trade and dictate the states what to manufacture or buy,It was due to the bad experiences they had under the British rule when their production and trade was restricted</em>. There was no provision for the federal court system and amending it was very difficult.
